 Is it possible to tie a shirt with a cross in the center of it? huh

You could fold your shirt in half lengthwise and draw half of a cross on the fold of the shirt, then make small folds all along the line you drew.  Wow, I am not very good at explaining things!

Since you have lines going in 2 directions, I would either hand stitch the folds, or fold in half lengthwise, again widthwise to form a square, then fold up the length and turn right-angle across the width.  My inclination would be to stitch using a running stitch, then dye with thickened dyes to avoid too much bleeding.

I would think of it like special case of mandala/star tie. Take paper napkin draw a cross on it, than fold it in the first line of the cross and then in place o second line - you'll get quarter of original area...then put edges with lines one upon other - you'll get 1/8. Then do accordeon fold on the edge with all cross's lines stucked upon each other, tie and dip it in some watercolor dye.
