There are lots of resources for learning how to tie dye. I would start with YouTube videos. The cool thing about tie dyers is that they are completely comfortable with sharing their craft. There's a  lot of information to be had.

I started with Tom and Marteen's tie dye videos, and then adjusted to suit my tastes http://www.amazon.com/Tie-Dye-101-Basics-Exceptional/dp/B0009O1HAO/ref=sr_1_2?s=dvd&ie=UTF8&qid=1332904159&sr=1-2

This forum is another great place to start.

Welcome, Augusta!  Do you have a source where you are for purchasing the dyes and chemicals?  The suppliers usually have basic instruction pamphlets to help you learn how to mix your dyes, basic patterns, etc.  Also, right on this forum you can visit the Tie-Dye Wiki (see top left of your screen), which is a great resource for basic information.  I can also recommend Paula Burch's forum at http://www.pburch.net/drupal/.  Paula is a wonderful resource with great knowledge and understanding of the science of dyeing, and will give you awesome answers to your questions.  Also, if you are on FaceBook, I can suggest a group called Addicted to TIE DYING at http://www.facebook.com/groups/2407789597/.  They have over 2200 members, with many of them having extensive experience with tie-dye, and they share their how-to's.  So with all the resources mentioned here and by digitalcanvasimages, if you can get the dyes, you can learn how to tie-dye!  Keep us posted on your progress!
